Board of Director Officers

A volunteer board of directors sets strategic direction for Girl Scouts of Southwest Texas. Board members represent the broad diversity of our council membership and the communities we serve. Members are recommended by a volunteer nominating committee and approved by the council delegates at the annual council meeting. A formal democratic process facilitates communication between the board of directors and the council's membership.

The volunteer board of directors is elected by GSSWT's membership to ensure that the council:

  1. manages its affairs according to state and federal law,
  2. complies with Girl Scouts of the USA charter requirements, and
  3. secures and allocates the resources needed to deliver the Girl Scout program throughout our jurisdiction.




Chair, Jeannie Frazier
Jeannie Frazier is affiliated with Aventine Hill CFOs, providing temporary CFO services to a variety of clients. Prior to Aventine Hill she was the vice president for administration and finance and chief financial officer at Texas Biomedical Research Institute in San Antonio. Before joining Texas Biomed late in 2006, she worked in nonprofit healthcare finance for 24 years, primarily for urban teaching facilities. Jeannie has served as the treasurer (2010-2014) and served as chair of the council's finance committee. She also was a member of the bylaws task group and fund development and investment committees for GSSWT. She is active in the San Antonio AFS high school foreign exchange student program. In November 2009, Jeannie received the Health Care Nonprofit 2009 CFO Award from the San Antonio Business Journal. Jeannie earned a Bachelor of Science in Mathematical Sciences and a Master of Science in Engineering Economics, both from Stanford University. Read more... 



Girl Board Chair, Irini Tsounakas
Irini is a sophomore at Incarnate Word High School. She has been a Girl Scout for eight years and is a Girl Scout Senior in Troop 9084. She has received the Girl Scout Bronze and Silver Awards and is currently working on her Gold Award. She has been a Program Aide at Twilight Camps, CPR and First Aid certified and has been a Top Cookie Seller. She has taught preschool students the importance of nutrition and how to choose nutritious foods and snacks. She also taught the students how to plant and harvest a garden. Rini's also member of the Book Club, Literary Magazine Club, National Junior Honor Society and the Junior Varsity Soccer team at Incarnate Word High School. She is also a member of the Greek Orthodox Youth Association at Shepherd of the Hills Lutheran Church and has volunteered at retreats and camps. Rini represents the Orange GO Team. Read more...




1st Vice Chair, Kelly Faglie
Kelly Faglie resides in Uvalde, where she owns and operates Faglie Construction, LLC, an asphalt paving company. Kelly was a Girl Scout Brownie and Junior and remembers all the fun activities and camaraderie she built with girls in her troop. She served as the 2014

Honorary Cookie Entrepreneur Officer (CEO). Kelly is a graduate of Knippa High School and earned an Associate's degree at Southwest Texas Junior College in Uvalde. Prior to owning her own company, Kelly was host of "The Morning Show with Kelly". Through her work at the radio station, she became involved in the community and has served as president for the Uvalde area Chamber of Commerce. Kelly has been active with Relay for Life, Humane Society of Uvalde, Uvalde Area Development Foundation, Uvalde 1st, Rotary Club, Texas Agri-Women, City of Uvalde planning and zoning committee and the City Strategic Planning Board (a mayor-appointed position). In 2013, she was named Uvalde's Volunteer of the Year. Kelly has two children. Her daughter is married, lives in San Antonio and is an oncology nurse. 2nd Vice Chair, Mary Henrich
Mary Henrich has eighteen years of solo private law practice providing legal counsel primarily in the area of family and juvenile law. She was an associate with Eggers and Greene, a small law firm concentrating primarily in complex corporate and tax matters as well as an investigative attorney for the Supreme Court of Colorado responsible for supervising ethics cases filed against attorneys in the State of Colorado. She is co-chair and founder of Women's Health Council, a nonprofit dedicated to improving the health of women in San Antonio. She volunteered for five years for President and Mrs. Bush in the First Lady's Correspondence Office, Social Office and White House Tour Office. Mary was also the president for the Junior League of Dallas, a nonprofit volunteer service organization, which returns more than $1 million dollars a year to the community. In addition, she was a fundraising executive for a nonprofit organization where she chaired the Ursuline Academy Ball, which raised $90,000 for scholarships and Art Reach which raised $60,000 for nonprofit art organizations. Mary has served as 1st vice chair of fund development from 2011-2012 and is now filling an unexpired term from 2013-2015 as 2nd vice chair. Read more... 



Secretary, William T. "Bill" Avila

Bill Avila has been a member of the board since 2007 and has served on the Board Development Committee (2009-2010), Executive Committee (2008-2009 and 2011-2012), Finance Committee (2007-2009) and Investment Committee (2011-2012) for GSSWT. He was a member of the Nominating Committee from 2005-2007. Bill is  a Partner in the San Antonio office of the law firm of Bracewell & Giuliani, LLP. Read more...



Treasurer, Deena Clausen
Deena Clausen is the executive director of Assurance Services for Ernst & Young, LLP (EY). She has over 30 years' experience as a Certified Public Accountant and working mom. Her clients include several San Antonio colleges and universities, nonprofit entities and private companies. She also serves clients throughout the country with compliance audits required of telecommunications companies, regulated utilities, employee benefit plans and corporate sustainability initiatives. Since 2003, Deena has been a San Antonio office leader in EY's Professional Women's Network focusing on helping young women within the San Antonio office balance their career, family, civic and charitable priorities. Deena is married, has three grown daughters and two grandsons. For many years, she has actively volunteered with her daughters' activities, as booster club treasurer, Girl Scout leader, co-leader and cookie mom. She is also currently serving as treasurer of her neighborhood's property owners association and finance officer for the Central Texas Wing of the Commemorative Air Force. She has served two terms as a member at large for GSSWT (2010-2012), and (2012-2014) and was elected for a third term (2014-2016). She is also the Chair of the board development committee. Board Development Committee

Board development committee members are elected by GSSWT's membership to recommend candidates for the board of directors and the board development committee. The board development committee presents the following for delegate vote at every annual council meeting:

    1. a single slate of nominees for officers of the council;
    2. a single slate of nominees for directors; and
    3. a single slate of nominees for members of the nominating committee.

Every three years, the board development committee also presents a single slate of regional delegates and regional delegate alternates.

GSSWT accepts potential board member and nominating committee member referrals year-round for a single slate presented at our annual council meeting. We place a high priority on recruiting women and men from diverse geographic and racial/ethnic communities.
