Jelynne LeBlanc Burley
Jelynne is currently the Chief Administrative Officer and Vice President for Organizational Excellence and Shared Services for CPS Energy, a role she assumed on April 7, 2008. Jelynne has 24 years experience with the City of San Antonio, the last two of which she served as Deputy City Manager. Under her guidance, the City of San Antonio successfully implemented the first Tax Increment Reinvestment Zone (TIRZ) policy unit, the Developer's Incentive Toolkit and the 2007 Bond Program. Additionally, Jelynne negotiated the Microsoft and Lowes data center relocations, the development of Texas A&M to San Antonio and the cooperative agreement with the City of Windcrest for the Rackspace Corporate Campus. Jelynne played an integral role in the Southside Initiative Community Plan, a 20-year vision plan for the city's southern sector. She has been active with the San Antonio Area Foundation's Women and Girls Development Fund and has taken a special interest in the city's south side; which aligns with GSSWT’s Gamma Sigma Girls® and Pearls™ program. Jelynne is currently featured in GSSWT Girl Scout Greats campaign, which highlights the successes of local Girl Scout alumnae.
